The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Personnel Center (AFPC) Total Force Service Center (TFSC) Operations Support Branch.
Duties
As Branch Chief, plans, organizes, and directs the support activities of Total Force Service Center-San Antonio Directorate, ensuring that AFPC complies with legal, regulatory, policy and process requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents the Total Force Service Center (TFSC) to AFPC, the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations
Plans and implements the Operations Support Branch quality and self-evaluation program
Serves as the technical expert and project manager for process integration and technology upgrades, and as the Business Continuity Plan (BCP) Operations Officer for Total Force Service Center-San Antonio
Oversees all activities and functions associated with Total Force Service Center and Field support

- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be requred to file annually
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
- This is a supervisory position and a one year probationary period is required

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, a very wide range of military and civilian personnel HRM concepts, laws, policies, and practices sufficient to solve a complex, interrelated personnel problems and issues across the Total Force spectrum: Active Duty Air Force, Air Force Reserve, Air National Guard; DAF Civilian Employees, retirees, dependents. Mastery of, and skill in applying, advanced HR principles, concepts, methods, and practices; business process reengineering concepts; and military and civilian HR information system(s) concepts and methods sufficient to function as an expert for the HR information system reengineering, implementation and application AF wide. Mastery of, and skill in applying, a wide range of advanced HR analytical techniques and concepts sufficient to conduct policy reviews to evaluate the effectiveness of current and/or proposed HR delivery practices and develop proposed solutions for complex HR service delivery related problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to implement military and civilian personnel HRM concepts, laws, policies, and practices to manage a Total Force HR service center.
Knowledge of and ability to implement military and civilian HR information system(s) reengineering concepts/applications for agency wide use in the Total Force Center.
Knowledge of and skill in using advanced HR analytical techniques and concepts to conduct policy reviews, evaluate effectiveness, and develop solutions for complex HR service delivery.
Knowledge of the DoD Planning Programming, Budgeting, and Execution Program to analyze/evaluate/forecast budgetary requirements for agency wide HR service delivery (e.g. budgeting, cost analysis, POM submission, outsourcing).
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Skill and ability to communicate effectively, orally/in writing; negotiate complex issues; maintain good working relationships across multiple organizational levels of the AF enterprise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
