The incumbent will assist the Office of the Assistant Secretary for Administration and Management (OASAM) Leadership in the overall planning, organizing, managing, and directing activities/functions for Communications and Engagement. The incumbent is a recognized expert and is responsible for developing and influencing broad Departmental Operations Policy; Leads and finalizes special projects of broad and complex scope that impact the entire Department of Labor.
Duties
Major duties for this position include but are not limited to:
Provides Program Management oversight of the communications and engagement program.
Oversees and manages project teams supporting communications and engagement work, including federal and contract teams.
Produces accurate work products while adapting to changing priorities.
Coordinates and produces events to disseminate information and ideas, such as all employee meetings, trainings, and forums.
Conducts marketing campaigns to encourage participation from employees on surveys, events, and other activities.
Produces digital content to disseminate information, such as newsletters, intranet, and internet.
Produces a wide variety of written communication products for a wide range of stakeholders and employees at all levels.
Provides effective oral communication to a wide range of stakeholders and employees at all levels, including executives.
Implements new or improved programs or processes for the communications and engagement activities.
Provides information products that are easy to use and responsive to customer needs.
Works effectively with a wide variety of team members and stakeholders.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.

Qualifications
You must meet the Specialized Experience to qualify for the Program Manager position, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience for this position is defined as: Program/ project management oversight of teams and work products, including organizing work, providing guidance, setting priorities, establishing timelines, reviewing work products, and adjusting to changing priorities; Utilization of a variety of communications tools and methods to disseminate information to employees, customers, and/or the public; Producing a wide range of oral/ written communication products for a wide variety of stakeholders; Producing and executing events with employees of all levels, such as all employee meetings, trainings, and engagement activities; And leading communication, employee engagement, and customer service initiatives.
Education
There is no substitution of education for experience at the GS-15 level for this position.
