You will serve as an PROJECT MANAGEMENT (PM) TEAM SUPERVISOR within the PDCP2 PROJECT MANAGEMENT (PM) BRANCH in the PLANNING DESIGN AND CONSTRUCTION DIRECTORATE at NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will resolve engineering and construction issues with essential personnel of the military construction projects.
You will train and mentor project personnel in the processes, requirements, and tools to support in-service engineering operations.
You will brief executive level leadership on the progress achieved toward meeting programs strategic objectives.
You will evaluate proposals based on technical evaluation criteria to verify acquisition program goals will be met by the selected contractor.
You will create project milestones by considering financial requirements, human capital resources, and technical components.
Requirements
- You will be required to maintain a current PROFESSIONAL ENGINEER license or ARCHITECT registration.
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. **A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.**
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing construction engineering and technical expertise in major engineering disciplines, reviewing technical and quality approval of all construction projects, negotiating and administering contracts; 2) Identifying, coordinating and integrating various engineering or architecture disciplines necessary to deliver expert advice to accomplish high quality design and construction activities; 3) Providing consultative services on project management issues to solve problems that may not be solved by routine methods; and 4) Utilizing budgeting, planning, and project management to review, assess and resolve design and construction issues.
