About the Position: Serves as Senior Budget Analyst, responsible for the performance of a full range of complex budget analysis and manpower activities for the District.

Duties

Directs, formulates and implements the development, execution, analysis and evaluation of the District financial and budget programs. Develops, prepares and participates in briefings to District Financial Manager, Commanding Officer and Operating Officials on budget and financial analysis findings. Receives Funding Authorization Documents (FADs), Economy Act Orders, Project Orders and cash contributions from cost sharing partners for Environmental, Civil Works and appropriations. Reviews and edits budgets, actual cost versus proposed estimated costs, and variances submitted by agency program managers, and budget analysts to assure that they conform to guidance and requirements. Monitors the execution of the approved District Command Operating Budget, to include the Consolidated Departmental Overhead organizations, to assure that revenues and expenditures are properly allocated in support of mission objectives.

GS-12 Requirements: Specialized Experience: One year of specialized experience which includes Corps of Engineers Financial Management System (CEFMS) or similar financial management systems to analyze and interpret schedules of commitments, obligations and expenditures. Preparing various financial analyses/reports for organizations and operating budgets. Budget formulation, execution, funds control including direct and reimbursable and manpower management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationControl of FundsLeadershipOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
