The primary purpose of this position MANAGEMENT ANALYST GS-0343-9T11 is to serve as the principal office and protocol assistant, performing various administrative and clerical duties. Oversees and administers the administrative support functions, day-to-day operations, compliance with policies, and regulations, and supports the Director/Deputy/Technical Director.

Duties

Serves as the Executive Administrator for the Director, Deputy Director, and Technical Director, and a liaison between the Director's, Deputy Director's and Technical Director's office and subordinate organizations. Serves as the Unit Records Manager. Reviews and evaluates complex responses from various Directorates, Divisions, and PK operating locations prior to review or signature by the Director, Deputy Director, Technical Director for adequacy, clarity, and completeness of reply. Independently prepares substantive correspondence, speeches, briefing and other external communication for the Director/Deputy/Technical Director. Represents the Directorate at meetings and conferences concerning, plans special events, projects, etc.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Knowledge of understanding basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of extensive rules, procedures, or operations applied to administrative and clerical assignments to perform the procedural and administrative work of the office, such as preparing and editing documents, maintaining files/records, making, and preparing travel arrangements, locating, assembling, and composting information for various reports, inquires and non-technical correspondence. Knowledge of regulations, policies, and procedures pertaining to various administrative support function. 2. Knowledge of office functions and commitments of the Director and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain Director's calendar, and to perform other substantive or administrative work of the organization. 3. Knowledge of correct grammar, spelling. punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. Knowledge of Tongue & Quill writing style and format to accurately prepare formal documents. 4. Knowledge of various office automation software, programs, tools and techniques to support office operations and produce a variety of textual documents, such as letters, reports, spreadsheets, databases, and graphs. 5. Knowledge of conventional analytical and evaluative methods and techniques. Skill in applying analytical and evaluative techniques. Ability to research, analyze, interpret, and apply regulations, policies, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting.
