This position is located within the USDA Rural Development (RD), Servicing & Asset Management Office (SO).
The incumbent will oversee a group of representatives in the Customer Advocacy Branch and will work in the Correspondence & Maintenance Section; providing Rural Development guidance to lower graded employees and customers and taking the appropriate action.
Duties
Leads representatives performing similar, but less complex workflow activities. Communicates on lower graded employee's assignments' to be solved, deadlines to be met, and timeframes for completion.
Provides advice on work methods, balances workload among employees in accordance with established workflow. Monitors and reports on the status and progress of work. Checks completed work to ensure supervisor's instructions are met.
Reports to the supervisor periodically on individual work accomplishments, problems, and any training needs for lower graded employees. Informs supervisor of performance management issues for action.
Communicates to customers, providing excellent customer service skills to resolve unique and complex customer servicing requests. Assists lower graded employees with difficult customers.
Provides advice on work methods, balances workload among employees in accordance with established workflow. Reviews processes and recommends changes to create efficiencies.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS-09: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-7), or it's non-federal equivalent.
Specialized experience is defined as providing effective communication to customers (internal and external) and advise them on policies and programs. Monitoring, controlling, and analyzing a variety of financial transactions, agreements, loss mitigation plans and reports on a nationwide loan portfolio. Reviewing large amounts of information, identifying problems and providing solutions based on research. Promoting collaboration to improve the customer experience and making business decisions around the customers' needs and requirements,
OR a Master's or equivalent graduate degree,
OR 2 full years of progressively higher-level graduate education leading to such a degree,
OR a LL.B. or J.D., if related,
OR a combination of graduate level education (as described in the vacancy announcement) and specialized experience that is directly related to this position.
