This position is located in the Division of Accounting Services, Albuquerque Area Office, Indian Health Service. Serves as Senior Budget Analyst and is responsible for the formulation of budget estimates, presentation of budget plans, and analyzing budget plans.
Duties
Formulates and develops budget estimates. Develops and presents budget plans. Analyzes approved budget plans and executes approved budgets.
Develops and maintains effective fund control policies and procedures for the Albuquerque Area for all Tribal contracted funds and tribal operations, including H&C, categorical programs.
Provides financial management advice and assistance to staff in Area Division of Accounting Services.
Analyzes data at all levels in the organization to provide a scientific basis for program and organization adjustment, for Shares Taken, Retained, Tribal Buy Backs, staffing, budget estimates, and allotments continually.
Responsible for the completion of the headquarters ISD requests. Works with the Area programs and headquarters staff on the completion of Tribal ISD requests.
Attends and participates in Tribal negotiations. Works with Tribal leaders, Tribal attorneys and Office of Self Determination staff to determine total funds to be transferred to the Tribes.
Completes Area Fund Status Report. Works with the Director, DAS to ensure reports are current and complete.
Qualifications

MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector.
Qualifying specialized experience for the GS-12 grade is defined as: exhibiting proficiency in Oracle applications in order to compare program spending plans and funding balances; using the Budget Execution module of Oracle in order to allocate dollars to federal and tribal programs; monitoring/tracking expenditures in comparison with program plans; developing spending plans and budgets for programs; & interpreting policy and briefing senior management on budget related issues.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
