About the Position: Serve as the Deputy Chief of Staff (DCS), G-3/5/7 manpower expert (Civilian and Military) providing support and analysis to overall Army Manpower Resource Programming and Budgeting processes.
Duties
Formulate and recommend to the G-3/5/7 plans for implementing new or revised manpower policies or directives.
Responsible for the coordination of planning and programming documents Program Objective Memorandum (POM), Program Decision Memorandum (PDM), Program Budget Decision (PBD), Program Budget Committee (PBC) memos).
Analyze funding requirements and prepare a variety of complex reports by retrieving and compiling data, conducting preliminary analysis, and presenting conclusions and recommendations for use by the staff.
Provide detailed justification for changes from year to year by each Program.
Responsible for the coordination within the G-3/5/7 staff to derive projections that properly reflect Headquarters Department of Army (HQDA) decisions.
Initiate and prescribe per diem, travel entitlements, and certain travel administrative for uniformed members of the Uniformed Services, and for DoD civilian.
Interpret new financial policies in accordance with fiscal law, Comptroller General decisions, the DoD Financial Management Regulation (FMR), and Joint Federal Travel Regulations/Joint Travel Regulations (JFTR/JTR).
Develop and maintain information on the TDA report to ensure equitable distribution between mission and staffing requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent is required sign a DA-5019 form, pass a pre-employment drug test prior to being appointed and submit to random drug testing at any time during federal employment as a condition of employment.
- Occasional TDY may be assigned.

Specialized Experience- One year of specialized experience which includes: utilizing automated manpower systems to monitor and review manpower resources; providing briefings to senior leaders on civilian and military manpower projections; managing manpower resource programming and budgeting processes; and evaluating funding requirements in support of manpower programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
