This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Accounting Operations Division. The incumbent will be responsible for assisting, in an advanced developmental capacity, higher graded professional accountants and other financial management employees in providing professional accounting services to the Interior Business Center and/or customer agencies.
Duties
Analyzes and reconciles a variety of general ledger accounts, subsidiary ledgers and fund balance accounts; resolves all differences and makes adjustments and corrective actions.
Maintains a knowledge of the operation of the client's financial system and analyzes and enters various types of accounting transactions into the financial system.
Prepares and submits monthly, quarterly, and annual management and regulatory reports and financial statements required by the client.
Researches accounting and finance issues for IBC clients, in order to resolve problems and prepare financial reports.
Qualifications
All applicants must meet one of the Basic Requirements below:
A. Possess a BA/BS degree in accounting, auditing; OR possess a BA/BS degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 semester hours may include up to 6 hours of credit in business law).

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting one of the Basic Requirements listed above, all applicants must meet one of the following Qualifications Requirements:
For the GS-9 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as experience applying generally accepted accounting principles, standards and applicable laws/regulations to resolve complex accounting discrepancies; researching billable exceptions to assure compliance with applicable laws, rules, regulations and policies; and reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the organization's financial information. OR
B. Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (Note: you must provide transcripts as verification of education). OR
C. A combination of specialized experience and graduate level education as defined above. Only graduate level education in excess of the first 18 semester hours can be credited. (Note: you must provide transcripts as verification of education).

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
