Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Financial Specialist. THIS IS NOT A REMOTE POSITION, DUTY WILL BE EITHER IN SACRAMENTO, CA OR LAKEWOOD, COLORADO. Duty Location: Lakewood, Colorado and Sacramento, California

Duties

Duties at full performance level of Financial Specialist: Plans and conducts financial management studies that involve the analysis of interrelated administrative processes, e.g., budgetary, financial, procurement, and property management functions; recommending adaptation of established procedures to eliminate problems or improve the operations under study. Review and evaluate financial systems for effectiveness of internal controls and integrity of the organization's financial information; analyzing processing flows, integration of external system interfaces, and internal subsystem modules; reviewing data in reports and financial statements and identifying abnormal trends and control weaknesses. Review and analyzing financial reports generated by the system, identifying problems and discrepancies, and determining if adjustments or corrections are required; participating in the preparation of recurring financial management reports, statements, and supporting justifications by performing problem analysis, ensuring data integrity and consistency, preparing related financial documentation, and adapting financial management procedures to satisfy reporting requirements; and/or evaluating financial system software by preparing test scenarios for new releases, enhancements, and existing features of the software, and by conducting actual testing and documenting results.

To qualify at the GS-05: You must possess at least three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04, or equivalent having demonstrated but not limited to: Experience applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems. OR EDUCATION: Successful completion of a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application. To qualify at the GS-07: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Experience applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. OR EDUCATION: One year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. (NOTE: You must attach a copy of your transcripts.) OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. (NOTE: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. (NOTE: You must attach a copy of your transcripts.) To qualify at the GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes but not limited to: Experience researching and interpreting financial regulations, policies, and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. OR EDUCATION: A Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR EDUCATION: Two (2) full years of progressively higher-level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. (NOTE: You must attach a copy of your transcripts.) OR EDUCATION: LL.B. or J.D., if related. (NOTE: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. (NOTE: You must attach a copy of your transcripts.) To qualify at the GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes but not limited to: Experience analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organizations financial policies, operations and systems and recommending changes to maintain compliance. OR EDUCATION: You may substitute education for specialized experience as follows: PH.D. or equivalent doctoral degree in a related field of study. (NOTE: You must attach a copy of your transcripts.) OR EDUCATION: Three full academic years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university. (NOTE: You must attach a copy of your transcripts.) OR EDUCATION: LL.M. if related (NOTE: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/19/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-05, 07, 09 and 11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
