Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Financial Specialist. Duties

- Responsible for supervising and directing the full range of water ratesetting, project cost allocation, water accounting, and specialized economic studies associated with project cost recovery - Develops the annual Business Plan for Ratesetting Branch in conformance with business goals, objectives, and strategies. - Develops irrigation and municipal and industrial (M&I) water rates in accordance with applicable rate-setting policy guidelines, requirements of Public Law 99-546, the Reclamation Reform Act of 1982 (RRA), and other pertinent legislation. - Administers, operates, and maintains the Water Operations and Record-Keeping System (WORKS). - Conducts annual allocation of capital and operations and maintenance (O&M) costs to multi-purpose and single project functions, which becomes the official basis for project accounting and for contractors' repayment obligations - Prepares Statements of Project Construction Cost and Repayment (SPCCRs) annually for each Regional project to provide the current financial status of individual projects. - Determines reimbursable of project activities - Conducts cost benefit analyses, evaluates financial impacts of environmental activities, and completes other repayment and special analyses. - Develops, interprets, and applies financial provisions of water service and repayment contracts and a wide range of agreements. - Conducts a wide range of special projects, studies and analyses associated with water rate issues and project repayment in general. - Assumes a lead technical role in the developing new water ratesetting policies or revising or supplementing current water ratesetting policies. - Represents the Region in a variety of settings to water and power contractors on project financial issues and in audits of ratesetting, water deliveries and financial operation activities. - Serves as a first level supervisor performing such duties as assigning work, approving leave, evaluating work performance; adjusting priorities; advising, counseling, interviews, hearing grievances and developing training.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience providing expert-level but not limited to directing the full range of water resetting, project cost allocation, water accounting and specialized economic studies associate with project cost recovery; developing new policies; prepare statements of Project Construction and Cost and Repayment annually for projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/22/2024.
