As staff management analyst on manpower matters, makes recommendations to management on the development and/or interpretation of rules, regulations, and procedures affecting manpower, in support of the Manpower Officer. Reviews, interprets, and implements manpower guidance from the division and HQ USACE. Develops manpower resource guidance for subordinate activities.

Duties

As staff management analyst on manpower matters, makes recommendations to management on the development and/or interpretation of rules, regulations, and procedures affecting manpower, in support of the Manpower Officer. Gathers data in order to analyze and program the district military and civilian manpower requirements in Corps of Engineers Financial Management System (CEFMS) II. Performs the RMO compliance review prior to processing of Requests for Personnel Action (RPAs) and personnel award and incentive requests. Interacts with the USACE Finance Center (UFC) and the Defense Finance and Accounting Service (DFAS) to maintain sound accounting practices.

Specialized Experience GS-11: One year of specialized experience which includes 1) Applying knowledge of manpower management regulations sufficient to calculate manpower needs; 2) Applying knowledge of allocation process sufficient to recommend military and civil funded Fulltime Equivalents (FTEs) and end strength allocations; and 3) Utilizing financial management systems (i.e., Corps of Engineers Financial Management System (CEFMS) to extract manpower reporting data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
