This position is located with Bonneville Power Administration, in the Payroll and Travel (FTOT) organization of Finance Operations (FTO), Financial Strategy and Operations (FT), Finance Office (F).
A successful candidate in the Supervisory Disbursement Specialist position will serve as the supervisor of the payroll and travel team and as a member of the Finance Operations management team.
Duties
***This position is approved to work remotely full-time as part of a pilot, but the employee will be expected to reside within 125 miles from the DOE worksite (Portland, OR).***
As a Supervisory Disbursement Specialist, you will:
Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work.
Ensure team-oriented, effective, harmonious, and productive formal and informal working relationships within the organization, between the organization and other organizations, and with those positions key to the effective accomplishment of BPA's business, marketing, and customer service objectives.
Develop policies, operating procedures, and internal controls necessary to ensure compliance with regulatory requirements, agency policy, and fiduciary responsibilities related to the custody and disposition of employee funds
Provide the full range of payroll payment, training, and support services.
Audit travel vouchers.
Create and maintain a cost-consciousness, market-driven, and results-oriented atmosphere that is characterized by innovation, customer focus, continuous improvement, and competitive orientation.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: 1) developing policies and procedures to ensure compliance with regulatory requirements and fiduciary responsibilities for the custody and disposition of funds; and 2) reviewing travel vouchers and payments for accuracy; and 3) leading employees to create a team-oriented and effective work group.
