The San Francisco Veterans Affairs Medical Center is a Level 1a facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). The primary purpose of the position is to serve as the Hoptel Manager, who manages the operations of a 3-building, 58-bedroom lodging facility, known as the Hoptel. The Hoptel is located on the grounds of the San Francisco VA HCS (SFVAHCS) parent facility and provides eligible veterans and their caretakers with overnight lodging.

Duties

Major Duties include but are not limited to: Incumbent ensures that temporary lodging is provided to eligible Veterans, as well as accompanying individuals, as space and funding allow in accordance with this medical center memorandum. Ensuring routine upkeep of the Hoptel, including 24-hour availability for emergency repairs and housekeeping. Overseeing daily operations, including accepting and processing applications for accommodations, arranging for lodging stays, orientation of Hoptel guests, tracking utilization, budgeting and operating costs, preparing reports for the Hoptel, and supervising employees, volunteers, and students working in the Hoptel. S/he serves as the principal advisor on all management matters associated with the operation of the Hoptel staff. The incumbent serves as the approving official for supplies and services purchased from the Hoptel control points. The incumbent is responsible to ensure adequate coverage and answering telephones. The incumbent provides feedback to staff when guidelines are not met. The incumbent is responsible for ensuring that staff appropriately and timely accomplishes their daily work which ensures staff is properly trained. The incumbent designs and monitors systems which assess patient satisfaction and assure dissemination of that information to other Hoptel staff. The Hoptel Supervisor provides consultation to providers and clinic staff throughout the health care system on situations involving exceptions to Hoptel rules, issues with Hoptel lodgers, appropriateness for lodging, inpatient flow, etc.; participates in medical center committees involved with improving patient access to care through the use of Hoptel; and explores ways Hoptel can best accommodate the health care system's needs. Incumbent determines whether to utilize unused VA medical facility beds or rooms for temporary lodging. Utilizing unused VA medical facility beds or rooms for temporary lodging must not have a negative impact on the provision of patient care, such as creating a waiting list for inpatient admissions. Incumbent manages and operates the Hoptel in a fiscally responsible manner, ensuring that the needs of Hoptel guests are met. The incumbent is responsible to creating other data tools to be used in the Hoptel setting, such as developing utilization reports and monitoring Hoptel utilization, and identifying trends and areas of concern, including determining if there are problems with Hoptel flow or efficiency. Collaborates with the Inpatient Flow Center and inpatient and outpatient clinics to plan, coordinate, implement and evaluate the ongoing effectiveness of Hoptel utilization and management and reduction of prolonged bed days of care. The incumbent is responsible for the daily management of employee management of Hoptel staff. The incumbent is responsible to select and train new staff, monitor employee performance, support staff needs, and establish the performance of standards of the Hoptel staff. The incumbent shall advise and instruct employees on both work and administrative matters. The incumbent is responsible for routinely assigning work assignments to subordinates based on priorities and employee's skill set, assuring work assignments are completed in a timely manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Direct and supervise staff; plan, organized, direct, and supervisor personnel functions; Manage process and program activities; Carry out projects to improve productivity of a clinical office; Perform qualitative and quantitative analysis of medical records; Compose various correspondence such as letters, congressional responses, reports, and forms. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The majority of work is performed in an office setting and will require occasional travel. Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Concentration level is demanding.
