THESE ARE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITIONS. These National Guard positions are for GS-2210-11 IT SPECIALIST (SYSTEMS ADMINISTRATION) (TITLE 32), Position Description Number D2489000 and are part of the MO TASMG Shop. APPOINTMENT FACTORS: These are Permanent Excepted Service positions. These are non-bargaining positions.

Duties

Manages all assigned servers and server resources, analyzing and defining requirements; analyzing workload; monitoring capacity and performance; diagnosing and resolving problems; and developing backup and recovery procedures. Installs, configures, and maintains servers and server resources in support of business processing requirements and ensures that servers are tested for stability. Installs and upgrades operating systems and layered software packages, ensuring compatibility with Army standards prior to installation of upgrade or new release. Develops and maintains database of hardware and software configurations. Conducts hardware and software audits to ensure compliance with Army and DOD standards and maintains system configurations. Monitors and manages the performance, capacity, availability, serviceability, and recoverability of installed servers and associated server resources. Resolves inquiries and problems concerning access, use, and availability of datacenter technologies. Provides technical assistance to current and potential users to minimize disruptions of computer operations. Provides formal or informal training so users understand the relationships of the system and are able to work with the system without undue interruption. Tests and analyzes system malfunctions to resolve physical and logical processing problems. Documents program purposes, methods, assumptions, and conclusions. Maintains liaison with counterparts at other commands/installations for troubleshooting assistance and researching available products and state-of-the-art technologies and advancements. Performs other duties as assigned.

Requirements

• Must obtain and maintain a SECRET clearance level.
• Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level.
• All certifications are required within 6 month of employment.
• Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
• The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - CW4 (W-4) Warrant Officer - MOS 254A, 255A, 255N or 255S Enlisted - CMF 25 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months specialized computer experience in troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers; and knowledge of systems development, modification, testing, installation, operations, and maintenance methods as well as the organization's network and communications architecture and protocols to provide support related to testing, evaluating, installing, configuring and modifying hardware and software for operating systems. The specialized experience must demonstrate your ability to install, configure, and troubleshoot LAN and WAN components such as routers, hubs, switches, and servers. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).

Education

Substitution of Education for Specialized Experience at the GS-11 grade level: Must possess a Ph.D. or equivalent, or three years of progressively higher level graduate education in computer science, engineering, information science, or information systems management leading to such a degree.
