This position is located in the Veterans Benefits Administration (VBA) located in the Office of Human Capital Services (HCS). HCS provides world-class customer service to the public and Veterans Benefits Administration (VBA) employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management.

Duties

Major Duties: Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Have a comprehensive knowledge of HR administrative practices, policies, and procedures applicable to the workings in HCS. Accountable and responsible for leadership and oversight of the HCS's administrative support staff, resolve problems, answer questions, correct deficiencies, evaluate support to management and assure that the HCS's objectives are being met. Serves as a resource contact for evaluating and providing solutions and courses of actions for complex and difficult HR Operations matters and performs a variety of analytical, planning, evaluative and advisory work necessary for ensuring the most effective and efficient management of HR Operations services, programs, and processes. Responsible for performing a range of analytical studies and projects in response to Veterans Benefits Administration (VBA) HCS planning requirements. Reviews incoming data, written materials, and/or documentation for content to determine course of action. Reviews VA HR and VBA initiatives and policies pertaining to business line and organizational activities in order to anticipate data and information needs. Makes recommendations for new or modified developments, priorities, and objectives to improve the performance in mission-related programs. Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission critical programs. Assists managers and staff by projecting staffing needs, provides assistance with writing position descriptions, assists with developing job analyses, assists with preparing performance plans, reviews performance appraisals for technical accuracy and drafts disciplinary and adverse actions. Define administrative requirements, and/or providing advice to management on related administrative issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Assists with HCS correspondence assignments. Maintains current knowledge of HR policies and procedures, program trends, Administration initiatives, regulatory changes, and other developments affecting the operational area, and advises and makes recommendations to management and HR officials. Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous process improvement. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS -12, GS -13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/11/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Applicant must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Specialized experience comparable in scope and responsibility includes, but not limited to: experience in applying appropriate learning theories, principles and methods that are in alignment with strategic plans; policy interpretation, application, and implementation; collaboration with leadership to execute and align human capital goals and priorities. Experience planning, directing, controlling, and monitoring data and tasks in order to evaluate and/or correct deficiencies in program requirements, or policy development, or related support programs. GS-13 Grade Level: Applicant must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Specialized experience comparable in scope and responsibility includes, but not limited to: experience in applying appropriate learning theories, principles and methods that are in alignment with strategic plans; policy interpretation, application, and implementation; collaboration with leadership to execute and align human capital goals and priorities; conducting detailed analyses of complex programs and /or projects to identify deficiencies. Extensive level of knowledge and skill in applying a wide range of HR concepts, principles, laws, regulations, and operations of all HR automated systems, such as HR SMART, DFAS, DICPs, and e-OPF. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
