This position is located at the NNSA, the Department of Energy's Headquarters in Washington, DC, Office of Nuclear Export Controls (ONEC). ONEC builds U.S. and global export control capacity to detect and prevent the illicit or inadvertent transfers of nuclear and dual-use materials, equipment, and technology. The incumbent serves as a senior nuclear technical expert for ONEC's Export Control Review and Compliance/Interdiction team.

Duties

The incumbent selected for the 0801 or 1301 position: Is responsible for program and project management and establishing program objectives and performance measures. In particular, the incumbent will serve as the senior technical nuclear expert implementing NNSA's statutory and policy responsibilities in the areas of: export license reviews for nuclear and dual-use goods; WMD-related interdiction; support for U.S. sanctions activities under respective statutory authorities and executive orders; support to U.S. participation in the multilateral export control regimes; support to National Security Council-led meetings; and export compliance guidance for the DOE/NNSA complex. Serves as an expert to high level managers and officials within the agency and to various other U.S. agencies and international organizations. In particular, the incumbent will represent DOE/NNSA at a senior level with other U.S. agencies, multilateral organizations, and foreign government agencies concerned with nonproliferation, export controls, interdiction, and technology security, in order to persuade them to accept the NNSA and U.S. viewpoint on highly significant and often controversial positions. The incumbent will prepare decision memoranda, briefing materials, Congressional testimony, speeches and /or relevant correspondence in support of export control efforts, interdiction, information technology resources, licensing and strategic analyses, with a focus on nuclear issues. Defines project scope, requirements, and deliverables, develop, modify, or provide input to project plans, and implement project plans to meet objectives. In particular, the incumbent will coordinate national laboratory activities in the nuclear area that support U.S. nonproliferation, technology security, and export control efforts and will provide technical leadership for NNSA's implementation of complex statutory mandates in the nuclear area. Coordinates and integrates project activities, manages, leads, and administers project resources, and monitor project activities and resources to mitigate risk. In particular, the incumbent will provide authoritative information and analysis that identifies, interprets, and develops alternatives and options to complex nonproliferation questions and makes a significant contribution to the planning and evaluation of these programs and projects.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level (NN-03) or GS grade level (GS-13) in the Federal Service. Specialized experience for this position is defined as: Knowledge of the nuclear fuel cycle, nuclear reactors, weaponization and their associated technologies as well as broader nonproliferation laws and policies and issues to support implementation of export control licensing and interdiction programs for dual-use technologies to strengthen national security. Ability to evaluate the technical value and applicability of new and emerging technologies, strategies, trends, or applications related to nuclear and nuclear related dual use systems, and the associated nonproliferation impacts and convey these issues in a clear and concise manner to technical and non-technical audiences. Experience in reviewing, developing, revising and implementing policies related to the nuclear fuel cycle, nuclear reactors, weaponization, and their associated technologies. Ability to represent the agency on nuclear-related dual use export control and interdiction issues in interagency meetings and in international fora with foreign governments Examples of Qualified Experience: Coordinates national laboratory activities in the nuclear area that support U.S. nonproliferation, technology security, and export control efforts throughout the DOE/NNSA complex. General Engineer-801 Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Physical Scientist-1301 Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
