This position is located in the Department of Homeland Security, United States Coast Guard, Training Division, Enterprise Performance Solutions, in Norfolk, VA.

Duties

This position serves as an Instructional Systems Specialist in the development of instructional and Advanced Distributed Learning (ADL)/eLearning, blended learning solutions, and performance support products.  The incumbent serves as an authoritative consultant in the areas of Human Performance Technology (HPT), instructional systems design (ISD) and evaluation, and professional development of Training Division staff, and supports the Training Division's schools and staff as needed.

Qualifications

To qualify, applicant must meet the BASIC REQUIREMENT of the position: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the BASIC REQUIREMENT listed above, applicants must have specialized experience as identified below. At the GS-11: In addition to meeting the Basic Requirement above, applicants must possess at least one year of specialized experience equivalent to at least the GS-09 level in the federal service. Examples of specialized experience include:  Applicant must have experience in at least four of the areas below: Conducting a learner analysis and task detailing Designing an eLearning course (documented on a design document) using learning theory and following a design methodology Developing Storyboards for a e-learning course design Developing a course in Articulate Storyline Evaluating a course curriculum Conducting Quality Assurance of SCORM Packages (eLearning files) Knowledge of 508 Accessibility requirements OR at least one of the following if using education to qualify at this grade level: (A)  3 full years of progressively higher-level graduate education leading to a Ph. D degree (B) Ph. D (C) Equivalent doctoral degree (D) Possess a combination of specialized experience equivalent to the GS-11 level in or related to the work of this position AND graduate At the GS-12: In addition to meeting the Basic Requirement above, applicants must possess one year of specialized experience equivalent to the GS-11 level. Examples of specialized experience include: Applicant must have experience independently: Conducting a learner analysis and task detailing Designing an eLearning course (documented on a design document) using learning theory and following a design methodology Developing Storyboards for a e-learning course design Developing a course in Articulate Storyline Evaluating a course curriculum Conducting Quality Assurance of SCORM Packages (eLearning files) Knowledge of 508 Accessibility requirements National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
