This position is located in the Department of Homeland Security, United States Coast Guard, Force Readiness Command (FORCECOM), Training Division, Enterprise Performance Solutions, in Norfolk, VA.

Duties

This position serves as an authoritative consultant in the areas of human performance technology (HPT), instructional systems design (ISD), evaluation, and professional development, and supports FORCECOM training center staff as requested. The position is directly responsible for assuring that FORCECOM’s Standard Operating Procedures on Professional Development (Vol. 13) remain effective and current. As the program manager, this position is responsible for ensuring the program and the associated interventions are administratively and instructionally sound and valid. Work may cross several specialty areas in the field of performance analysis, instructional design, performance improvement, consulting, change management. Qualifications

To qualify, applicant must meet the BASIC REQUIREMENTS of the position: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1.    Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2.    Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3.    Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4.    Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5.    Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirements listed above; applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples of specialized experience include experience in adult learning theories, instructional design principles/strategies, training evaluation, organizational change management, establishing competency-based training and independently mentoring others through: Conducting a learner analysis and task detailing. Designing Resident, Facilitated Online learning and/or Blended courses. Designing an eLearning course (e.g. Design Document & Storyboards) using learning theory and following design methodology. Developing an e-learning course design in Articulate Storyline. Evaluating a course curriculum. Maintaining currency with research, trends, and technology from in the field of Instructional Design. Developing professional development programs. Utilizing Microsoft TEAMs application. Developing and facilitating workshops. Conducting research in the field of instructional design.              National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
