The Management and Program Analyst position is a member of the Executive Support staff for Office of Equity Assurance (OEA) within the Veterans Benefits Administration. The primary purpose of this position is to provide guidance and assistance in matters of management practices and procedures related to personnel administration, office program planning work, administrative and support services, and management improvement studies.
Duties
Specific duties include:
Management Analysis:
Plans and conducts complicated, comprehensive analytical studies of organizations or significant segments of several major management functions to improve organizational structure and staffing levels.
Advises management and senior leadership of unique conditions and issues which affect staff, the work environment, and develops action plans and program activities to address.
Responsible for proactive management and tracking of VBA tasks and action items for regulations, legislation of vital interest and importance to OEA, as well as other oversight areas affecting OEA.
Develops a network of liaisons to ensure proactive rather than reactive response to oversight obligations and requests.
Responsibilities include establishment of tracking mechanisms, both automated and manual, and development of requirements for automated tracking means.
Liaison with several offices, e.g., Office of the Under Secretary for Benefits, VBA Chief of Staff Office, and Office of Executive Review (OER), etc. in areas of administrative and correspondence actions. Interprets regulatory, policies, and procedural requirements.
Analyzes human resource requirements and capabilities for current and projected workloads; tracks authorized and assigned workforce; keeps management informed of workforce authorization issues. Works with Human Capital Service and Human Resource Center to ensure personnel information is accurately captured for reporting purposes.
Prepares special audit and control reports by collecting, analyzing, and summarizing operating information and trends. Ensures compliance with established internal control procedures by examining records, reports, operating practices, and documentation. Completes audit workpapers by documenting audit tests and findings.
Appraises adequacy of internal control systems by completing audit questionnaires.
Communicates audit findings by preparing a final report and discussing findings with auditees.
Independently produces analytical reports that are made available to a wide variety of constituents, including oversight bodies and external stakeholders.
Translates data into meaningful management information.
Administrative Management:
Provides management advisory services and formulates and implements administrative, management policies, procedures, operations, goals, and objectives. Identifies possible problems or anticipated changes in methods or requirements and develops a set of alternative courses.
Advises management officials of the potential consequences of each proposed solution and provides recommendations to assist in making decisions.
Works closely with management officials to ensure business needs of the customer are achieved. Integrates management needs with the general business processes of OEA.
Analyzes management techniques and processes for improving organizational effectiveness.
Performs internal analysis of programs, functions and organizations to determine whether current management systems efficiently accomplish stated objectives and whether they provide controls necessary for sound management.
Project Management:
Manages and coordinates assigned special projects and/or initiatives within OEA, VBA Central Office (VBACO) and VA Central Office (VACO).
Initiates, plans, and conducts management studies in such areas as, but not limited to, operational and organizational performance.
Builds strong and productive relationships with other VBACO entities in order to reach project objectives and achieve mutually desired goals beneficial to VBA.
Ensures appropriate resources are allocated to allow successful and timely completion of projects without disrupting normal workload activities.
Project results are consistently characterized as timely, accurate, complete, relevant and with minor changes.
Provides support in All Employee Survey (AES) coordination and in relative surveys which requires VBA/OEA participation and support.
Provides updated information and written reports on special events in support of AES and Employee Engagement activities.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-11 position you must have served 52 weeks at the GS-9 level.

Demonstrated skill in establishing and maintaining effective working relationships.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
