Duties

This Financial Specialist (Financial Systems Functional Analyst) position is located Chief Finance Office (CFO), Financial Management Division (FMD), Financial Systems Branch (FSB), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies knowledge of Oracle Federal Financial Systems COTS or similar systems to resolve technical financial management, financial systems and/or accounting operation support issues in their respective area of responsibility with minimal to no managerial assistance. Provides financial system functional support and financial system development as well as implementation applying skills in conducting phases of the Software/System Development Life Cycle (SDLC) process or similar process. Triages complex system-related incident tickets with the capability to take incidents from issues to solution identification to implementation. Resolves deficiencies and/or bugs related to financial management and/or travel system data, operations, and interfaces. Provides guidance on requirements that need to be developed and/or corrected and tested to improve financial/travel reporting, systems, or processes. Provides input to complex system issues, internal control policies, procedures, standards and guides. Proposes solutions and findings to resolve issues. Collaborate with stakeholders to perform/conduct a variety of top-level large scale financial management activities, financial systems and/or accounting operations support functions and ensuring compliance with new accounting standards and the accompanying reporting requirements. These functions include but are not limited to: planning, developing, and coordinating financial management improvements necessary to comply with Office of Management and Budget (OMB) directives and legislation. The ideal candidate for this position has experience with Oracle Federal Financials (OFF) E-Business Suite (EBS) (or similar Federal Financial Systems) with a focus on the Procure to Pay (P2P) process area. The ideal candidate will have P2P OFF EBS experience, or similar Federal Financials experience, either as a consultant in the private industry or a functional analyst/system accountant in the Federal Government in analyzing, designing, configuring, and implementing a Federal Financial System. The candidate will have a critical role in in the analysis, design, configuration, implementation, and integration of OFF EBS Commercial Off-the-Shelf (COTS), or similar Federal Financials package such. This is a critical role that requires a combination of system knowledge, business acumen, exceptional analytical and communication and interpersonal skills strong customer service, and collaborative skills. The candidate will possess a demonstrated ability to build strong working relationships with internal and external customers, as well as demonstrated experience in project management, ensuring the timely management of deliverables.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Experience in applying skills in conducting all phases of the Software/System Development Life Cycle (SDLC) process or similar process to ensure proper planning and solution development while managing issues, enhancements, and projects from requirements development through implementation; And Analyzing, integrating, implementing, developing, and/or configuring financial management system Commercial Off-the-Shelf (COTS) packages (Oracle Federal Financials or similar COTS packages such as Momentum) utilizing the SDLC process (not simply using the system as a user to perform operational tasks from the front-end). This experience should include at least the procurement (such as Procure to Pay (P2P)) business area comprising of purchasing, procurement, Contract Lifecycle Management (CLM), and accounts payable, with a general understanding of the budgetary posting logic; and Effectively communicating (orally and in writing) to various levels of staff and/or audience to solve problems, present system solutions, and/or conduct system training. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
