Duties

PRIMARY PURPOSE: To serve as an Air Force management analyst in HQ AF/A10 Nuclear Command, Control and Communications (NC3) Division to examine, evaluate, advocate, and implement current and future AF NC3 Space Segment policy/guidance, including Missile Warning/Missile Defense (MW/MD), military satellite communications (MILSATCOM), Situational Awareness/Command and Control (SA/C2), and other space related NC3 operational missions. DUTIES: Develops and recommends enterprise-wide National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3) --related policy and guidance with expertise on space-related NC3 operational missions for nuclear enterprise stakeholders. Research and/or investigate National Leadership Command Capability (NLCC) and Nuclear Command, Control and Communications (NC3) nuclear-related Space Segment programs, policies, products, and services to assist in resolving critical issues, improving program efficiency, recommending solutions and assisting with follow-up to senior management officials. Defines critical issues and/or problems, collects data from various sources, assesses data, and determines the most effective and efficient method and approach to meet organizational tasks and requirements. Conducts reviews and evaluations on special assignments related to National Command, Control and Communications (NC3) operational missions within the nuclear enterprise, to include satellite constellations, which provide the nation's warfighters global, secure, survivable, strategic, and tactical communications throughout the full spectrum of conflict.

  • Expertise in Space Operations including Missile Warning/Missile Defense (MW/MD), MILSATCOM, Cyberspace, Situational Awareness/Command and Control (SA/C2), and other missions related to NC3 and the nuclear enterprise mission.
  • Familiar with the Planning, Programming, Budgeting and Execution System (PPBE).
  • Familiarity with the National Leadership Command Capability (NLCC) governance structure, Nuclear Operations Board, Nuclear Issues Resolution and Integration Board, and Nuclear Weapons Council is highly desired.
  • Conduct analysis relating to nuclear planning, transformation, future concepts and capability requirements.
  • Develops innovative solutions and implements instruction for new policies and procedures.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • May travel by military or commercial air to conferences, meetings, and other functions away from the duty site.
  • Completed work is reviewed by the supervisor for effectiveness and compatibility with current USAF mission objectives and success in obtaining acceptance of recommendations by Air Force leadership
  • Must be able to obtain and maintain Top Secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Mangement Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical Nuclear Command, Control and Communications (NC3)-related plans and programs participating in or conducting major operations such as mission, training, mobilization, contingency or similar operations and Planning, Programming, Budgeting, and Execution system (PPBE). Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to assess the status and build products that enable AF/A10 to advocate and explain the important role of National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3) capability, nuclear deterrence, and the importance of reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of the AF nuclear enterprise to the nation's strategic deterrence posture. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, in support of NC3-related Space Operations including Missile Warning/Missile Defense (MW/MD), MILSATCOM, Cyberspace, Situational Awareness/Command and Control (SA/C2), and other related NC3 operational missions. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relations. Ability to apply National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3) space segment (MILSATCOM and missile warning) background, knowledge and experience to complex issues facing the Air Force and the nation's nuclear enterprise. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts, and capabilities requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
