The primary purpose of this position is: To serve as Director of the Behavioral Analysis Division for HQ Air Force Office of Special Investigstions (AFOSI).
Duties
Plans, organizes, and directs the activities of the Behavioral Analysis Division, ensuring that personnel comply with legal and regulatory requirements and meet customer needs.
Serves as senior/supervisory clinical/forensic psychological consultant in direct support of ongoing criminal investigations primarily involving felony crimes such as homicide, rape and sexual assault, aggravated assault, arson, and destruction of property.
Serves as clinical/forensic consultant to a variety of departments within the organization.
Develops and teaches forensic and police psychology courses and behavioral science to AFOSI Special Agents and other personnel in the law enforcement community at FLETC and other training facilities.

- This position requires the employee to occasionally travel away from the normal duly station. Incumbent may be required to travel by various military or commercial means (e.g. airplane, automobile) in the performance of duty. (Cont'd Below)
- (Cont'd) Some work may be performed in overseas areas of political unrest that may involve a risk to the incumbent and require a wide range of safety precautions.
- The employee may be required to work overtime and is required to be available to work other than normal duty hours that may include weekends, evenings, and/or holidays. May be recalled to duty.
- This position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
- The incumbent is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable AFOSI directives
- The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Psychology Series 0180 + IOR
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Note: You must submit a copy of transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of psychological services, practices, principles, and theories, including but not limited to clinical and forensic case work that applies to the resolution of complex felony criminal violations, and application of psychological principle to counterintelligence and counterterrorism operations, with a through grounding in psychological theory, clinical, and psychometric expertise and significant forensic experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of psychological services, practices, principles, and theories, including but not limited to clinical and forensic case work that applies to the resolution of complex felony criminal violations, and application of psychological principles to counterintelligence and counterterrorism operations. Doctorate degree from an accredited university, preferably in clinical, clinical/forensics or counseling (with clinical internship) psychology, to provide counseling, consulting, research and advisory services. American Psychological Association (APA) approved residency required. Licensure as a psychologist in at least 1 of the 50 states or in the District of Columbia. Law enforcement training is considered complementary to the position.
2. Professional knowledge of federal, military, state, and local criminal statutes and regulations pertaining to a variety of criminal activities.
3. Ability to serve as an expert witness in courts of law and provide support to operational requirements. Abilily lo recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations on criminal and counterintelligence matters.
4. Ability to inspire, motivate, and guide others toward goal accomplishment. Leadership ability and experience, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations and ability to model high standards of honesty, integrity, trust, openness and respect for the individual by applying these values to daily behaviors.
5. Skill in statistical techniques for data analysis, and proficiency in utilizing Behavioral Science software packages for data manipulation/analysis. Skill in interpersonal relations, ability to work well with others and to communicate effectively both orally and in writing to all organizational levels, including senior military leadership inside and outside of AFOSI, and influential individuals from other federal, state, and local law enforcement and intelligence agencies.
6. Knowledge of professional guidelines for development of technical reports, writing professional journal articles, and presenting professional information publicly is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
