You will serve as a SUBSTANCE ABUSE COUNSELOR in the Department of the Navy of MARINE CORPS BASE QUANTICO.

Duties

You will coordinate with community referral resources in the development of specific treatment programs. You will interview individuals and family members to explore and analyze factors influencing personality development and family structure in relation to the development of symptomatic behavior patterns and complicated interpersonal problems. You will analyze and evaluates the information obtained and makes use of other social and medical consultation resources as required. You will make referral to other social or medical resources, as appropriate. You will perform various administrative duties in support of services provided; i.e., conducts seminars and training programs for facility, installation, and community health-care providers and staff, leaders, and peer professional assigned. You will compile statistical data of services provided for review and analysis by supervisor and assists with quality improvement projects as assigned. You will provide continuing support and treatment to clients and families.

  • You will be required to possess a Substance Abuse Certification required through passing a proctored exam, from a state or nationally accredited certifying body.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to possess and maintain a state or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner, OR a clinical license as a Professional Licensed Counselor.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting screenings and assessments, providing non-medical counseling, consultation services and education related to substance abuse disorders. This position is a TIER TWO clinical care practitioner. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8: 1. Possess at least a masters or doctoral degree in one of the following disciplines: a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship 2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology. 3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination. 4. Must have engaged in two years, full-time, post-masters supervised clinical experience. This position is a TIER THREE clinical care practitioner with clinical supervisor eligibility. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8:1. Possess at least a masters or doctoral degree in one of the following disciplines: a. Basic Requirements

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
  • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required

SOCIAL WORK SERIES 0185:

Basic Requirements

Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.
