This position is located in the Office of the Executive Director, Bureau of Diplomatic Security (DS/EX). You will serve as the Diversity and Inclusion Adviser (DIA) for the Bureau responsible for developing the strategic plan, vision, goals, objectives, guidance, and procedures for diversity, equity, inclusion, and accessibility (DEIA) that align with the Department DEIA goals.
Duties
Develops and implements the organization wide DEIA strategic plan that meets the long-term goals of the Bureau.
Provides overall management of the strategic and transformational framework, by shaping, directing, and advancing DEIA initiatives to achieve equitable opportunities for the employees within the Bureau.
Designs and incorporates key DEIA concepts, values, and requirements into DEIA training modules; presents training in a classroom or as a virtual instructor; and fosters climate of learning for DEIA values through facilitating collaborative efforts.
Manages the development and evaluation of various DEIA program strategies within Diplomatic Security; and provides technical expert advice on the conduct of analyses and strategies associated with Diversity and Inclusion issues.
Serves as the Chair of the DS DEIA Council and oversees, initiates, develops, coordinates, and implements
activities to further advance DEIA efforts within the Bureau.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience participating in the development and implementation of strategies designed to build and sustain a diverse workforce and inclusive work environment;
-Experience participating in the formulation of diversity, equity, inclusion, and accessibility program policies and goals;
-Experience planning and carrying out a wide range of DEIA initiatives and programs that include curriculum and instructional design, consultation, and other advanced components of training and education programs; AND
-Experience providing outreach and liaison support for an office or organization.
There is no substitute of education for specialized experience for the GS-14 position.
