DUTIES:
Serve as technical project lead for strategic system capability assessments, including scoping studies, completing in-house project analyses, leading mission partner teams to execute studies, and reviewing and out briefing study results to leadership within and external to the organization.
As a member on a multidisciplinary team, use background expertise and experience to lead and guide mission partner teams to execute technical analysis of strategic systems - including but not limited to capability analyses, threat assessments, nuclear effects analysis, modeling and simulation, test events, subject matter expert analyses, and architecture analyses.
Work with other project leads and team leads to provide inputs to larger body of studies being executed, develop team strategy, and plan specific project directions for outyear execution.
Proactively establish and grow relationships with relevant organizations within the nuclear enterprise community and potentially the Department of Defense with the purpose of sharing relevant information resulting from executed studies to customers and peers in a timely and effective manner.
Clearly and effectively communicate technical results, strategies, and team objectives to division, directorate, and center-level leadership.
Proactively develop and present technical briefings and reports to program stakeholders and senior leaders.
Collaborate with relevant system program offices, COCOMs, operators/users to support concerns regarding strategic systems.
As a member on a multi-disciplinary team, provide technical leadership and expertise on contractor work performance to include tracking progress, evaluating work products, supporting missions, and facilitating process development/improvement initiatives.
SKILLS:
Background in physics/nuclear physics/material sciences or engineering field is required. Background in nuclear engineering is desirable.
Ability to problem solve through innovative approaches is highly desired.
Operational experience of strategic weapon system experience is highly desired.
Experience in analytical red-teaming, vulnerability analysis, root cause analysis, or risk analysis is a highly desired.
Knowledge in analysis techniques such as but not limited to: STPA, fault tree analysis, FMA, or SMEVA
Resourcefulness, ability to work in a team, and initiative are desired.
Experience using analytical engineering tools, writing technical products, and presenting technical results and strategy is desired.
Excellent teamwork and communication skills are highly desired to effectively interface with internal and external stakeholders at all levels as well as the independence, assertiveness, self-reliance, and tenacity to get the job done.
Application of critical thinking skills, risk management, configuration management, and decision analysis.
Operational knowledge and/or experience is highly desired.

- Employee must be able to obtain and maintain a Top Secret security clearance, and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

- This position may require up to 25% travel.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems and/or support equipment.
Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems.
Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs.
Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design
approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble,
and analyze facts, form conclusions, and devise and recommend solutions to problems.
Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
