About the Position: The incumbent will serve as a Budget Analyst at the Special Operations Command - South - Comptroller Directorate (SOCSO - J8) in Miami, FL.

Duties

Certify fund availability for assigned programs and keep accountability of the budget records using financial systems. Identify, review, analyze and evaluate potential or actual budget execution problems or trends requiring corrective action or measures. Conduct budget analyses to review and recommend courses of actions and solutions. Review program compliance with legislative programs for which funds were appropriated. Prepare and analyze budget reports. Recommend and justify internal programming and reprogramming due to changing priorities, fund availability, mission objectives, etc. Perform budget execution and formulation review and analysis functions of assigned fiscal/budgetary area of responsibility. Certify travel vouchers and/or authorizations for personnel using an automated system.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and/or maintain a secret clearance.
  • Subject to no notice call-ins during nonduty hours, during crisis action, contingency deployments, and other short notice operations.
  • It is estimated that the incumbent will be required to travel 20% of the time.
  • Travel to USSOCSOM and USSOUTHCOM will be required for briefings, meetings, and conferences.
  • Travel requirements will also be required to Central and South American and Caribbean countries for JCS exercise planning conferences and to US Embassies to reconcile ICASS and other SOF specific expenditures.
  • To meet this requirement incumbent will be required to obtain an official US passport and successfully meet all AT/FP, and SERE B training requirements.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes 1). Deliver briefings to personnel to illustrate organizational fund utilization using financial reports regarding data retrieved from computerized web applications 2). Analyze budgetary guidance to ensure resources are properly allocated throughout the organization to successfully accomplish missions; and 3). Conduct cost benefit analyses to determine the best course of action for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify for the GS-12: Specialized Experience: One year of specialized experience which includes 1). Prepare and monitor the execution of short, mid-, and long-term detailed budget forecasts to ensure availability of funds for all program needs within the organization; 2). Develop detailed estimates with written narrative justification regarding the funds requested to ensure the allocation of funding; and 3). Compose financial plans to reflect how funding will be executed throughout the organization to accomplish missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
