About the Position:
GAIN JOINT EXPERIENCE! Special Operations Command South (SOCSOUTH) is a sub-unified command of United States Special Operations Command (USSOCOM) out of MacDill AFB, with operational control (OPCON) to United States Southern Command (USSOUTHCOM). It is located on Homestead Air Reserve Base, in Homestead, Florida. The City of Homestead offers many exciting year round opportunities for recreation, relaxation and fun in the sun with an average temp of 75 degrees.
Duties
Responsible for all aspects of budget execution (current year) of approved USSOCOM (MFP-11, SOF Specific) and USSOUTHCOM (MFP-2, Service Common) budgets.
Monitor budget execution to identify problems or trends that require corrective actions.
Administer all aspects of budget formulation for USSOCOM (MFP-11) and USSOUTHCOM (MFP-2) budgets to include JCS Exercise funding.
Review and consolidate annual and multi-year budget estimates for assigned programs.
Provide guidance on the budgetary policies and regulations, precedents, and objectives of Special Operations Forces (SOF) unique operations.
Advise on the progress and execution of the funded activities for which they are responsible.
Participate in the formulation of plans, policies, and command objectives for the execution of financial programs.
Review and analyze performance and progress reporting submissions to assure compliance with budget objectives.
Analyze and evaluate potential or actual budget execution problems due to differing missions and functions.
Justify internal reprogramming due to changing priorities, fund availability, or mission objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Incumbent will be subject to no notice call-ins during nonduty hours for crisis action, contingency deployments, and other short-notice operations.
- It is estimated that the incumbent will be required to travel 20% of the time. Travel to USSOCSOM and USSOUTHCOM will be required for briefings, meetings, and conferences.
- Travel requirements will also be required to Central and South American and Caribbean countries for JCS exercise planning conferences and to US Embassies to reconcile ICASS and other SOF specific expenditures.
- To meet this requirement incumbent will be required to obtain an official US passport and successfully meet all AT/FP, and SERE B training requirements.
- Army employees who accept a time-limited appointment (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
- This position is an obligated position to which former incumbent has statutory reemployment rights under 10 USC 1586.
- Term positions may be extended NTE 6 years. Option to convert to permanent without further competition.

Specialized Experience: One year of specialized experience which includes administering and monitoring the execution of approved budgets; preparing narrative justifications for funding needs; and identifying and analyzing trends in the receipt, obligation, or expenditure of funds.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
