This position is located in the Department of Homeland Security, U.S. Coast Guard, Environmental Management Division, Facilities Engineering Department, BASE Elizabeth City, Elizabeth City, NC

Duties

The employee serves as an environmental point of contact (POC) for development and implementation of an appropriate environmental management system (EMS) / environmental compliance management plan (CMP) of sufficient scope and content to ensure the unit (installation) is continually in compliance with all environmental requirements at the federal, state, regional / local and department / organizational levels.

Requirements

  • U.S. Citizenship is required.
  • The position requires a valid state driver's license.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Obtain & Maintain a CG Issued Environmental Planning (NEPA) Warrant
  • Obtain & Maintain an OSHA 40 hr Certification (HAZWOPER)
  • Obtain & Maintain a RCRA Hazardous Waste Management Certification
  • Obtain & Maintain Hazardous Material Transportation Certification

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Qualifications for GS-09:  At least one year of specialized experience equivalent to the GS-07 level in the Federal Service; OR master's or equivalent graduate degree  OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.  Education and experience may be combined to meet qualification requirements.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include:  performing a variety of activities involved in the development and implementation of relatively routine changes to regulations restricting the land disposal of hazardous wastes; Evaluating the feasibility and probable effects of proposed regulations; developing position papers, issue papers, workgroup materials, and briefing papers for higher-level managers; developing preamble language for proposed and final rules;  assisting in developing policy guidance to implement the various provisions of environmental standards; Inspecting storage areas; providing technical guidance to personnel involved in the handling and disposal of hazardous materials and wastes and preparing required reports; and acting as COTR on emergency services basic ordering agreements.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
