This position is located in the Department of Homeland Security, U.S. Coast Guard, Facilities Engineering Department (FED), Base Elizabeth City, NC.

Duties

This position serves as the Environmental Program Manager - civilian subject matter experts (SME) for environmental compliance and support programs throughout the Base Elizabeth City complex, which is an environmentally sensitive area.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.   • The position requires a valid state driver's license.

Qualifications

To qualify for this position, you must demonstrate you have the approriate specialized experience. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. You must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the Federal service performing the following types of tasks on a regular and recurring basis:Conducting environmental audits and site assessments to ensure compliance to environmental laws and regulations; Applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and other environmental laws, regulations or policy; Provide recommendations on environmental impact statements, studies and other pertinent documents; Evaluating potential environmental impacts that could result from construction or engineering projects /designs; Collecting, compiling, analyzing, and reporting environmental compliance and safety data; Developing and organizing policy guidance to manage organizational environmental planning, environmental compliance, remediation and liabilities, and sustainment/environmental stewardship programs.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education
