Duties

Plans work to be accomplished, sets priorities, and establishes schedules for completion of work and assigns work based on priorities, considerations of difficulty, requirements or assignments, and capabilities of employees. Manages administrative actions of employees, including but not limited to approving leave, submitting mid-year and end-year reviews, creating individual development plans Ensures all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance. Advises and works with all levels of BLM staff, including senior communications management on issues related to effective communications and engagement with the general public and specific audiences. Develops pro-active and reactive communications plans to disseminate information about frequently controversial or complicated programs, current misperceptions and enhance public understanding of policies and actions. Develops content for coordinated communications campaigns incorporating multiple communications methods. Prepares speeches and public statements for Senior Leadership. The incumbent provides budget information to the Public Affairs Division Chief for all aspects of communications program administration for current year projects and two out years. Adapts existing policy and develops new bureau-wide policy and procedures for addressing public relations issues, content standards, and strategy. Provides managerial oversight and direction in the development, execution, and coordination of all current and long- term, national-level communications initiatives.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: experience managing strategic communications planning, key messaging, speaker remarks, special event coordination, communications materials creation, media relations, internal communications, multi-media productions, and printing management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
