Duties
Exercises administrative and technical supervision over assigned staff.
Oversees financial management. Advises management of deadlines, policies and procedures. Monitors the availability of funding and staffing to ensure an
efficient and cost-effective operation.
Oversees contracting and procurement. Negotiates contracts, permits, cooperative agreements, and other legal documents.
Broad knowledge of a wide variety of management theories, practices, and techniques to devise/adapt new approaches to meet specific needs.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Specialized experience is further defined as a lead in an interdisciplinary team identifying issues, resolving conflicts, and developing solutions; or experience providing professional advice to supervisors and managers in at least one program area, such as budget, personnel, procurement/agreements, facilities management, management analysis, information resources management, engineering, or geographic information systems management.
There is no substitution of education for experience at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is mostly sedentary. However, there are times when some walking. bending, and climbing are encountered during District and construction site inspections. Long periods of driving or riding in a motor vehicle are also required periodically.
Work Environment: The work is primarily sedentary, in an office setting. although mental stress may reach high levels because of complex issues associated with tight and shifting deadlines. During District visits, incumbent is exposed to the discomforts and risks associated with motor vehicle travel on isolated roads and foot travel across rough terrain for short distances. Inclement weather conditions may also be encountered.
