Duties
Provide interpretation, guidance, program leadership, and implementation for the development of major planning efforts such as Resource Management Plans, Environmental Impact Statements, specific to District programs.
Utilizes a full range of practices of land use planning as they relate to recreation, wildlife, wilderness, fire management, forestry, range, minerals, and cultural resources activities in evaluate and interpret field office needs.
Plans, organizes, and leads the preparation of planning Resource Management Plans (RMP), Environmental Impact Statement (EIS) to finality.
Coordinates the development and accomplishment of implementation strategies for planning and National Environmental Policy Act (NEPA) decision specific to District programs.
Ensures that the RMP/EIS conforms to other agency planning documents and is responsible for coordination with other federal, state, and local agencies as well as public interest groups.
Serves as spokesperson for the RMP/EIS and is responsible for public contacts. Schedules inter-agency and public meetings, recording comments, initiating responses and systematically ensuring that the RMP/EIS meets public input regulations.

Qualifications

Specialized experience:
You must possess one (1) full year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as experience with land use and multiple use resource management planning or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and National Environmental Policy Act documents to ensure accuracy and compliance with applicable laws and regulations; developing public land-related planning strategies and procedures, professional writing, and policy development.
There is no substitution of education for experience at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads.
Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
