The primary purpose of this position is to serve as a 773rd Logistics Management Specialist, reporting directly to the Installation Deployment Officer (IDO) plan, develop procedures, maintain force packages, execute, direct base resources, and exercise the full spectrum of requirements to meet deliberate and crisis-action plans affecting Air Force and Army units.

Duties

Plans and executes the deployment of 673 Air Base Wing (ABW) and tenant units. Conducts deployment readiness analysis for supported activities and units. Develops, reviews, and evaluates deployment and contingency plans. As the squadron logistics management technical advisor on logistics readiness and Aerospace Expeditionary Forces (AEF) issues, performs studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with critical cargo and passenger movement, supply chain management, equipment and vehicles, vehicle maintenance, warehousing, deployment/reception and deliberate planning and operations, global fuels and cryogenics, and plans, programs, resource agreement, policies and procedures. Manages/Monitors Logistics Plans and Program. In-Garrison Expeditionary Site Plan (IGESP), operational plans for logistical content. Manages/Monitors Logistics Plans and Program. War Reserve Materiel (WRM) Program. Assists in reviewing and updating plans and checklists, ensuring adequate assets are included to support taskings and planned baseline requirements in response to mission objectives.

  • The incumbent may be required to fly on military or civilian aircraft to attend training or to perform duties temporarily at another location.
  • Incumbent is subject to recalls to work including during sever weather conditions when the installation is otherwise closed in order to support a deployment of personnel or materials.
  • Incumbent must be able to obtain and maintain a Top Secret/SCI clearance
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the installation. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Broad knowledge of the theories and principles of logistics management, deployments, In-Garrison Expeditionary Site Plan (IGESP), War Reserve Material (WRM), plans and programs to include receptions, war plans and contingency plans. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Knowledge of War Reserve Material, In-Garrison Expeditionary Site Plan (IGESP), Support Agreements, and Installation Deployment Officer responsibilities. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations analyzing issues and formulating solutions to complex problems. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to review, analyze, and evaluate logistics management programs and activities. Skill in evaluating, monitoring, directing, and inspecting logistics activities. Skill in formulating plans and policies for logistics programs. Ability to identify problems and develop innovative solutions in a time-constrained environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
