The primary purpose of this position is: To serve as the Director of Protocol, which involves the formulation, implementation, and supervision of all protocol aspects of foreign and domestic visits to the 60th Air Mobility Wing. Manages the protocol program for a unique base hosting 3 separate Wings, the largest hospital in the Air Force.

Duties

Serves as Director of Protocol. Plans, organizes, and directs protocol activities. Ensures that work complies with legal and regulatory requirements that meet Wing and tenant unit needs. Develops goals and objectives that integrate protocol and 60 AMW objectives. Researches, interprets, analyzes, and applies proper guidelines, policies, and regulations. Exercises personnel management responsibilities as a team-leader for the on-loan protocol staffing of military and civilians. Serves as principal point of contact for matters pertaining to the handling of high-ranking visitors to the 60 AMW, official social events sanctioned by 60 AMW and formal military ceremonies for all Wing, Group, Squadron and associate and tenant units in Team Travis. Responds to requests for information and assistance for senior leaders as they pertain to representational social events, official travel, and official gift exchanges.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • Required to carry a phone or pager during on- and off-duty hours.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Work occasionally requires travel away from the normal duty station on military and/or commercial aircraft.

  • This is a term appointment not to exceed 24 months
  • Temp/Term positions may impact benefits and may require a more than 3-day break in service for permanent federal employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes I have 1 year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector) which includes knowledge of a wide range of concepts, principles, practices and governing policies and regulations to maintain a positive, proactive protocol program, and the ability to combine financial information with operational data for enhanced decision making, planning and execution of a variety of official events, visits, ceremonies, conferences and meetings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a written and oral communication methods and techniques and skill in applying this knowledge in directing the protocol function. 2. Comprehensive knowledge and understanding of international, DoD and AF protocol directives, methods, and practices as well as of DoD, Air Staff, MAJCOM, Base and Wing structures and functions in order to advise on and ensure proper treatment afforded distinguished visitors and ranking personnel. 3. Knowledge of the organization structure and function of base and mission partner activities to coordinate all aspects of itineraries. 4. Knowledge of Travis AFB missions, policies, requirements, organizational structures, and key personnel as well as the local community in order to establish/maintain effective working relationships. 5. Knowledge of a full range of personnel management policies, practices, and procedures including methods used to establish program objectives or performance goals and assess progress toward their achievement. 6. Ability to plan, organize, and direct the functions and staff of an organization, lead others in projects, and to negotiate effectively with management to accept and implement recommendations. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
