This Global Programs (GP) position advises senior USDA officials, up to and including the Secretary of Agriculture, on complex commercial trade finance issues and policies in countries and regions benefitting from USDA's commercial export credit programs.
Duties
Advises on the development of strategies, trade finance program enhancements, new trade finance programs, and outreach efforts with a goal of expanding exports of U.S. agricultural products.
Advises on the maintenance and protection of a multi-billion dollar portfolio of guarantees issued under USDA’s export credit guarantee program, including country and regional programming.
Provides expert technical leadership in the recovery and restructuring of debt owed by developing country financial institutions and importers under USDA export credit guarantee programs.
Provides expert technical leadership and policy guidance in the resolution of trade policy issues in the field of export trade finance.
Serves as the primary FAS liaison to export credit guarantee program stakeholders, USDA agencies, other U.S. agencies and private sector organizations involved in agricultural export finance.
Plans, directs, and coordinates the execution of, or individually develops and prepares, special analyses, interpretations, regulatory changes, and legislative proposals for USDA’s export credit guarantee programs.
Requirements

- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-15 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-14 level; or its non-federal equivalent that included experience: providing guidance in resolution of trade policy issues in the field of export trade finance both in bilateral and multilateral discussions and negotiations; serves as a key subject matter expert on commercial trade finance policies; provides senior leadership with new or revised programming strategies, outreach strategies, and solutions for resolving particular trade or market issues and establishes and reports on performance measures of international trade.
Note: There is no education substitution for this grade level.
