The Instructional Systems Specialist plans, develops, and evaluates specific training, educational, and informational program activities. This includes developing instruments such as questionnaires, surveys, observation analysis tools to collect and record job data to assist in the analyses of training programs.
Duties
Incumbent typical work assignments may include the following:
Provides technical and analytical knowledge, skills, and attitudes in the development and design of new instructional systems and training programs.
Measures the effectiveness and efficiency of the total instructional program and conducts occupational assessments and evaluations of all instructional systems and training programs.
Prepares complete narrative tests covering courses and units, supplemental study guides, instructor manuals, cases studies, or practical exercises to be used in courses or training programs.
Develops innovative and effective methods for education or training program improvements or recommend appropriate policy revision.
Facilitates self-assessments and determines organizational priorities stemming from the results of the self-assessments.

Qualifications
Basic Requirement:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements:
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience 1) developing training programs and courses of instruction in accordance with mission operations; 2) collaborating with stakeholders to develop new training material and revise existing materials; and 3) identifying training gap analysis with mandated training requirements to develop instructional solutions.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
There is no substitution of education for the qualifying experience at the GS-13 grade level.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education.
