About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Office of the Secretary of Defense (Health Affairs) (OASD (HA)) located at Falls Church, Virginia. Salary negotiation may be available for those candidates who are new to federal service. Leave accrual negotiation may be available for those candidates who are new to federal service.

Duties

The incumbent prioritizes, synchronizes, and integrates executive skills training and training development strategies, requirements, policies, and processes. Serves as a consultant and subject matter expert in the areas of learning, adult education, training development processes, training implementation, and evaluation. Conducts research on adult education involving comparisons of course design, development, and methodologies. Contrasts and compares curriculums to aid in reduction of redundancy in executive skills programs, to increase core areas of instruction, to determine criteria and standards for curriculum development, and to address accreditation issues. Analyzes, validates and evaluates course materials based upon criteria and standards for competency inclusion ensuring a cohesive and quality product. Develops and issues written instructions and standard operating procedures and ensures compliance.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. Specialized Experience: One year of specialized experience which includes developing and implementing medical instruction and training; utilizing instructional system design principles and processes to increase effectiveness of training; delivering in-person and virtual training events. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Instructional DesignInstructional Materials & Curriculum DevelopmentInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
