You will serve as an INTERDISCIPLINARY ENGINEER/ARCHITECT, Project Manager in the Planning, Design and Construction Business Line of NAVFAC NORTHWEST.
This position will be filled as a General Engineer (0801) OR Architect (0808).
Duties
You will participate as a member of AE selection boards and provides recommendations for contract awards for Capital Improvements Business Line (CIBL) products and services.
You will lead the project team which includes the Design Manager (DM), Construction Manager (CM), Contract Specialist (CS), Project Technical Team, other Business Line representatives, Supported Command representatives, and others as appropriate.
You will present the scope at conferences/meetings and assists in the negotiation of AE fees for award of engineering contracts.
You will identify and manage areas of risk associated with planning, design and construction and develop mitigation strategies or alternatives.
You will be responsible for the project management work related to the delivery of CIBL products and services for military construction (MILCON) and special projects.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 Architect series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. **NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Utilizing advanced engineering and architecture principles to oversee the completion of projects, including military construction and extensive facility renovations;
2) Providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope, schedule and cost;
3) Monitoring the use of assigned project resources, including reimbursable project dollars, to determine if the project is tracking as planned or if corrective action should be taken;
4) Providing input for recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. You must possess a Bachelor's or higher degree from an accredited college or university in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Have a combination of college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, and a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background is demonstrated by at least one of the following: 1) Related Curriculum: Degree from an accredited college or university in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in response A; 2) Experience: An applicant lacking a degree in architecture must have had one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
