You will serve as an INFORMATION TECHNOLOGY SPECIALIST (APPSW/DATAMGT) in the OPERATIONS DEPARTMENT of FLT NUMER OCEANGPHY METEO CTR.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will maintain and develop the database and functionality used for file distribution, monitoring, and model metadata used for scheduling and post-production of model runs and organization of data types.
You will identify operational requirements for database table design, implement database structure changes, and communicate database usage best practices to application programmers.
You will plan, design, and implement the operational configuration of significant new hardware and software system architectures to provide near real-time support to mission critical decision aids.
You will administer and implement rigorous information security and information assurance policies, principles and practices in the delivery of application software packages and database design and control.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to obtain and maintain a Government issued passport.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1- Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring Information Assurance compliance with plans, designs, and implementation of the operational installation, configuration, and maintenance of database software code and systems.
2- Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working with contractors to develop and write new ocean model operations watch checks and maintain or adjust existing checks.
3- Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advising subject matter experts and communicating with chain of command when problems occur.
4- Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assisting in resolving emergent issues with operational model monitoring and systems infrastructure.
AND
In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience applying IT principles, theories and practices with the ability to effectively communicate them both orally and in writing as required by the specialty area to support management and other technical specialists on important IT issues.
*Experience analyzing relational and non-relational databases, IT architecture, and network topology across a diverse computational environment in order to diagnose and resolve most software supportability, reliability, and robustness problems and issues.
*Experience utilizing Structured Query Language (SQL), Relational Data Base Management Systems, UNIX and LINUX scripting with Bourne, C, and Korn shells, Perl, Python, and Java.
*Experience utilizing new and emerging IT technologies and advancements in relation to IT infrastructure and architecture in order to support the design, development, and management of systems; and software engineering techniques as applied to the development and maintenance of automated, real-time systems, database management principles and methodologies, including data structures, data modeling, data warehousing, and transaction processing design.
