This position is located at the Central Violations Bureau (CVB) in San Antonio, Texas and reports to the IT Manager. The CVB is a national center charged with processing violation notices (tickets) issued and payments received for petty offenses committed on federal property. The CVB Developer position is responsible for the creation and maintenance of a case management system used by CVB to track violation notices throughout their active life.
Duties
The primary purpose of this position is maintaining the CVB case processing system and support the needs of CVB into the future. The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The position requires expert level knowledge of JAVA and Perl programming languages along with familiarity with Informix. In addition, the position requires expert knowledge in web development skills such as HTML and extensive knowledge of Linux, TCP/IP, SQL, Microsoft Windows, Client/Server applications, and networking applications as implemented on court systems hardware platforms throughout the Judiciary. The position requires excellent communication skills which allow for the resolution of difficult situations and the ability to develop and recommend new methods to resolve complex problems. This position is also responsible for development and maintenance of periphery systems such as a court website, law enforcement website and integration with CM/ECF.
Duties and responsibilities include, but are not limited to:
Updating and maintaining the CVB case management application.
Developing and maintaining the CVB web application used by the magistrate judges and clerk's office staff to track hearing and case information.
Developing and maintaining an external web site to be used by law enforcement agencies to track hearing and case status information.
Developing and maintaining integration with the CM/ECF system.
Developing and maintaining automated DMV reporting for suspension of licenses and automobile license plates.
Developing and maintaining an imaging application to store and track all materials returned to CVB for each hearing.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in the development and maintenance of a case management system. Expert level knowledge of JAVA and Perl programming languages along with familiarity with Informix. Proficiency in web development skills such as HTML and extensive knowledge of Linux, TCP/IP, SQL, Microsoft Windows, Client/Server applications, and networking applications as implemented on court systems hardware platforms throughout the Judiciary.
