THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number D1010000 and is part of the IL SMO, National Guard.
Duties
As a PROGRAM ANALYST (TITLE 32), GS-0343-7/9, you will serve as the analyst and consultant for the managementand administration of programs within the directorate or division.
Major Duties - This is NOT an all-inclusive list:
Review, evaluate and analyze obligations and expenditures.
Summarize and interpret significant data collected and relate this data to the organizations program actions; identify and analyze deficiencies in resource consumption, training, workload and scheduling, and evaluate deviations from standards, plans, and estimates to determine cause and impact on missions.
Assist management in interpretation and utilization of reports and information provided.
Research and interpret personnel and training regulations, DA Pam's, Circulars and NGB guidance.
Review trends and perform analysis of separate budget activities then provide information to management.
Recommend funding allocations and monitors expenditure to ensure allocations are being utilized as planned and are not being exceeded.
Verify that obligations and expenditures occur on a timely basis IAW current year program and monthly schedule of obligations and expenditures.
Formulate and review all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligation authority is not exceeded and budget adjustments are properly staffed.
Provide recommendations to subordinate organizations for proper management of programs.
Provide advice and assistance to management on accountability and legality of operating programs.
Conduct training for proper management and accountability of programs.
Aid functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiate methods to operate under the new or revised system.
Advise management on timing of obligations and expenditures for Cooperative Agreement service contracts, equipment acquisitions and other unusual commitments.
Develop various visual media to present trends, performance status, capability and related management information.
Develop, collect, and maintain various historical data used to initiate planning, programming and execution of current and future training and operations programs.
Monitor and track obligations and expenditures throughout the execution phase.
Based on budget guidance received from higher headquarters, develop an annual budget for programs.
Review prior and current budgets/funding trends, compile funding projections and prepare funding recommendations.
Review daily and monthly funding documents to determine if updates are correct or require further action.
Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Onboard only - Not to exceed rank of O5
GENERAL EXPERIENCE: Must possess experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management and experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 Level-Must possess specialized experience which includes at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience analyzing, interpreting and developing policies and procedures of local management. GS-07 Level-Must possess specialized experience which includes at least 12 months experience which has provided knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience applying practices, theories, techniques, and methods of management.
