The position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), VA Central Office (VACO) in the Office of the Deputy Chief Research and Development Officer - Enterprise Support. The policies and guidance created, modified, and maintained by this position have national impacts.
This vacancy may be filled in Washington, DC or a VA location to be determined.
Duties
Major Duties:
Develops, reviews, modifies, and maintains new and current research regulatory policies and guidelines.
Suggests changes to subject matter experts for change management and internal consistency of research documents.
Ensures that research policies, guidance, and FAQs are clear, consistent, and easy to both understand and access.
Writes effectively, utilizing different writing styles, to convey information using various written reporting methods.
Keeps records of any research policy changes, including revisions, updates, and deletions.
Prepares draft presentations to respond to Congressional, other Federal and VA leadership inquiries related to research policy.
Examines current research and research-related policy, guidance, and FAQs, to ensure that documents are up to date and in alignment with all other higher-level VA and federal policy.
Coordinates with subject matter experts, drafting new regulatory policies and guidelines, updating existing regulatory policies and guidelines, and coordinating/consolidating edits from appropriate stakeholders.
Ensures policy changes or clarifications meet the intent of leadership and are communicated appropriately to stakeholders and collaborating program offices.
Serves as the expert on policy publication process.
Coordinates the submission and tracking of research policy documents that require higher level concurrence and signature, such as technical amendments, major policy revisions, and new policies.
Reviews and ensure the research policies, guidance, and FAQs on pertinent website are current, accurate, and able to be accessed by stakeholders.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. (Compressed/Flexible Schedule: Available)
Qualifications
To qualify for this position, you must meet the following:
BASIC REQUIREMENT: Applicants must meet either the basic education requirement or the basic experience requirment.
BASIC EDUCATION REQUIREMENT - Applicants must possess Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s) and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private or Armed Forces school. (TRANSCRIPT REQUIRED)
OR
BASIC EXPERIENCE REQUIREMENT - Applicants must posses experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals or specifications.

In addiiton, applicants must meet the follwoing Specialized Expereince for the GS-14: Applicants must possess at least one year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 level in the Federal service. Specialized experience is using knowledge gained as a subject-matter or technical knowledge expert in the field of research; coordinating the submission and tracking of research policy documents that require higher level concurrence and signature, such as technical amendments, major policy revisions, and new policies; examining current research and research-related policy, guidance, and FAQs, to ensure that documents are up to date and in alignment with all other higher-level policy; preparing draft presentations to respond to Congressional, other Federal and VA leadership inquiries related to research policy; developing, reviewing, modifying, and maintaining new and current research regulatory policies and guidelines; ensuring research policy changes or clarifications meet the intent of the research office's leadership and are communicated appropriately to stakeholders and collaborating program offices; and writing effectively and utilizing different writing styles, to convey information using various written reporting methods.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
