Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Instructional Design Center located in Harpers Ferry, WV.
Duties
Joining the Customs and Border Protection, Office of Training and Development, Instructional Design Center will allow you to use your knowledge to ensure that the training provided in CBP meets all technical requirements of all specialty areas.
This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216
(GS-14 Step 10).
Major Duties Include:
Directing the analysis, design, development, and evaluation of highly complex and technical training programs by initiating programs of instruction and training aids; determining resources requirements determining resources requirements, assigning tasks and monitoring and evaluating work performance.
Leading quality assurance teams in the assessment, analysis, design, development implementation and the evaluation phases of the Instructional Systems Design process to ensure standardization of courses and ensures curriculum is up to date.
Supervising and conducting the design and develop of instructional strategies/techniques that are reflective of current doctrine, conditions, and procedures to meet the needs of the agency.
Performing high-level analyses projects and developing recommendations for implementation and action.
Providing supervision while conducting the design, development, revision, and evaluation of CBP courses to ensure that the delivery of training, coaching, and evaluation of students is conducted properly.
Qualifications
Basic Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Along with the basic requirement listed above you must meet the experiences statement below in order to qualify for this position
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing and evaluating various types of documents for adherence to instructional systems design principles and practices.
Planning and directing all or parts of the instructional systems design process.
Making recommendations on the adoption or modification of instructional methods and approaches.
Developing coursework according to regulations, polices and standards.
Resolving conflicts in the design and development of training system.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
