This Support Services Supervisor (Section Chief) position is located within the Property Management Section, Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM), The primary purpose of the position is to provides technical and supervisory leadership to sustain and enhance various facets of property asset management within the organization.
Duties
As a Support Services Supervisor (Section Chief) within the Property Management Section (PMS), you will perform the following duties:
Oversee the National Science Foundation (NSF) Contractor and Grantee (external) Property Management Program, the Grantee Excess Government Property Program, and the development and maintenance of the official accounting records of NSF's assets (the in-house Accountable Property Inventory System).
Direct NSF's in-house (internal) property management program, which includes oversight of the acquisition, use, inventory, and disposal of personal property.
Manage a wide variety of customer service functions using advanced technology to meet customer needs.
Analyze a variety of data to identify trends or weaknesses in the asset management process, and document data exceptions to existing property management policies, summarize analysis, and prepare summary reports for lessons learned.
Responsible for projects, initiatives, and reporting covering all aspects of the PMS, and has the necessary technical knowledge and information to accomplish objectives and goals in the area of supply and property management.
Set priorities and goals for employees, establish deadlines and ensure timely completion of work assignments; assign work according to complexity of the work and capability of the employees; recommend and discuss with the Branch Chief needed changes in work priorities and operations.
Coordinate the development of workload objectives, performance goals, and budgets within the utilization and disposition of excess personal property and donation program.
Qualifications
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the federal service providing strategic oversight and management of an organization's property and asset management programs, ensuring compliance with federal regulations, and orchestrating the day-to-day operations of a property management function. Examples of specialized experience include: administering key administrative support functions, encompassing property, logistics, and fleet management, or providing technical and supervisory leadership to sustain and enhance various facets of property asset management within the organization.

1) Experience reviewing and approving access to property disposal systems, such as the Personal Property Management system and Computers for Learning, for your agency.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
