As a Human Resources Specialist you will provide human resources services to HRA/OSP executives, managers, supervisors and employees to meet the Office of Human Resources and Administration/Operations, Security & Preparedness (HRA/OSP) mission.
Duties
Provide human resources services to HRA/OSP executives, managers, supervisors and employees to meet the HRA/OSP mission.
Advise management officials on HR policies (in all areas of human resources) and prepares documentation required to execute human resources actions.
Develop human resources operational procedures and guidance, provide comprehensive technical support and expert advice, research and investigate new or improved business and management practices for implementation throughout the HRA/OSP human resources function.
Serve as generalist, responsible for the full range of human resources services in partnership with executives, management officials, employees, and servicing human resources offices; these include position management and classification; compensation; employee benefits, employee development, employee and labor relations, human resources information systems, performance management, recruitment/placement, and processing manager self-service actions.
Perform complex strategic planning to align operational activities with transformational efforts designed to improve service delivery or enhance operating procedures.
Develop correspondence in response to request for information or action on very complex, sensitive, and substantive questions related to human resources operations.
Conduct routine meetings with program/staff offices to discuss service level agreements, current and future priorities, and etc. in alignment with the organizational mission.
Provide advisory services to all customer levels (executives, manager, supervisors, employees, internal and external customers) on the best course of action regarding human resources functions and regulatory compliance.
Develop procedures and systems for assessing the effectiveness of programs and management processes.
Carry out special projects (independently or in conjunction with Director) relating to program operations and resources utilization.
Analyze and evaluate on a quantitative/qualitative basis the effectiveness of human resource operational programs in meeting established goals and objectives of management.
Partner with CEHRIS to implement the latest human resources technologies to improve human resources operations and streamline processes.
Prepare data reports from HR Smart, eClassification, Manager Self Service, ePerformance, etc. for accuracy of information (e.g. personnel, financial, and organizational).
Responsible for maintaining effective and efficient lines of communication with HRA/OSP leadership, managers, employees, and internal and external customers for all approved actions/strategic projects to ensure progress of all activities remain on schedule, phasing of work is appropriately managed to mitigate adverse impacts on daily operations, significant problems and propose alternatives/recommendations are communicated and effective resolutions are enacted, and comprehensive planning is accomplished and implemented.

Qualifications
Specialized Experience:

To qualify for the HR Specialist position, candidates must meet the basic requirements AND grade level qualification requirements by the closing date of this announcement.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: (1) Proficient in at least two human resources activities involving recruitment and staffing, employee benefits, position management and classification, employee relations, performance management, HR analytics and system support. (2) Provide technical support, and research and investigate business and management practices for application throughout the human resources functions. (3) Complex strategic planning to align operational activities with transformational efforts to improve service delivery or enhance operating procedures. (4) Perform analytical findings to achieve organizational improvements. (5) Demonstrate organizational compliance in accordance with Federal human capital management laws, rules, regulations, agency directives and policies, and organization operating procedures.

Criteria 2-Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher AND three years of progressive specialized experience equivalent to at least the GS-11 grade level. Submit legible transcripts with conferred date.
GRANDFATHERING PROVISION
HR Specialists, GS-0201, employed in VA on the effective date (2/26/2023) of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
a. HR Specialists who are grandfathered into the GS-0201 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder, promoted to a higher grade or changed to a lower grade within the occupation.
b. HR Specialists who are grandfathered into the GS-0201 occupational series can be placed in a lead, supervisory or managerial position through an appropriate position change without meeting the basic requirements required in this standard but must meet the grade level requirements.
c. HR Specialists who are appointed on a temporary basis prior to the effective date of this qualification standard may not be extended or reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
d. HR Specialists serving on an appointment that leads to noncompetitive conversion to the competitive service may be extended on that appointment or converted to the competitive service without meeting the basic requirements of this standard, but they must meet the grade level requirements.
e. HR Specialists who are grandfathered under this provision that leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
