Duties
Responsible for the overall preventative maintenance and repair of facilities and mechanical systems at Defense Supply Center Richmond (DSCR).
Provides input regarding repair needs, replacement needs, training needs, physical security needs, expenditures, small equipment, and hand tools requirements to supervisor for budget purposes.
Prepares and routinely posts written documentation that highlights the buildings/areas where preventative maintenance was performed, the date(s) performed, the activities accomplished, and any concerns/recommendations noted.
Adjusts scheduling and workload to ensure all deadlines and requirements are met.
Recommends promotion or reassignment of employees; develops performance standards and makes formal appraisals of their work performance.
Counsels’ employees on performance; recommends employees for awards; recommends disciplinary actions; schedules and approves leave; determines training needs.
Ensures a continuing affirmative application of DLA policies concerning equal opportunity.
Ensures that personnel management within the organizational entity under supervision is accomplished without regard to race, color, religion, sex, age, handicap, or national origin.
Accountable and responsible for the assigned program(s) to include development, documentation, and operation of both internal processes and administrative controls.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
The SOE and minimum qualifications for this position is:
Ability to Supervise: Assist with planning and organizing work activities for employees. Examples Include: Advise supervisor of problems involving disciplinary actions and counseling on conduct. Set goals and deadlines for accomplishing work; give instructions to employees on work procedures and safety.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
