The primary purpose of this position is to manage a full spectrum of administrative responsibilities associated with the Clinical Practice Office (CPO) and all of its corresponding services including the Office of the Deputy Associate Director, Chaplain Service, Nurse Recruitment, Patient Flow, Research & Evidence Based Practice, Safe Patient Handling and Movement, Skin Risk Management, Sterile Processing Services, and Veteran Care and Transition Service.
Duties
Tracks progress and quality of performance and arranges for subordinates to conduct ongoing review of program standard work.
Collects data, analyzes findings, prepares reports & recommends actions utilizing models, and other performance measures.
Provides management and guidance on such issues as leave administration, administrative, disciplinary actions, incentive award programs, motivation morale, recruitment placement, position management, classification and education activities.
Analyzes the benefits and costs of accomplishing the work in-house versus contracting and recommending to higher officials on whether to contract.
Prepares and review of purchase orders for supplies and non-expendable property, such as equipment.
Serves as a Contracting Officer in preparing procurement request, proposals for work and maintaining procedure records.
Recommends improvements to management to analyze and resolve problems.
Ensures that annual competency reviews are performed and documented in accordance with Joint Commission guidelines.
Analyzes of claims submitted by the contracted vendor for accuracy to approve/disapprove reimbursement within contract constraints.
Utilizes applicable regulations and instructions regarding access to computerized files, release of access codes.
Performs analysis and reports using various software and databases.
Updates various programs and requirements to ensure in compliance with regulations.
Work Schedule: Monday-Friday 7:30am-4:00pm (Subject to change based on the needs of the Agency.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: At least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
For this position, specialized experience consists of:
Experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems.
Experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting.
Experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations.
Experience in advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management.
OR
Education: Substitution of a Master's or equivalent graduate degree or 3 full years of progressively high level graduate education leading to such a degree or LL.M., if related (transcripts required).
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work requires consistent use of personal computer and telephone. Although the work is primarily sedentary, standing, sitting, bending, walking, tilting, reaching and some light physical efforts may be required.
