This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the National Coordinator for Health Information Technology (ONC), Office of the Chief Operating Officer (OCOO). DHHS' primary mission is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.

Duties

ABOUT THE POSITION The Executive Officer in the OCOO directs and supervises staff involved in identifying program requirements, planning strategic direction, providing program-support services and resources, and evaluating performance in the following program areas: In conjunction with the Deputy National Coordinator for Operations (DNCOPS)/Chief Operating Officer (COO) and the Principal Deputy COO, develops program objectives and directs overall OCOO and ONC day-to-day program operations in the identified areas of expertise. Maintains necessary scrutiny over all ONC programmatic activities to assure necessary integration, coordination, and administration. Ensures consistent programmatic implementation and orchestration. Constantly looks for ways to improve program operations and management of the ONC. Incumbent is relied on for accuracy of functional judgment and technical advice with regards to the policies, trends, changes, and other problems affecting the accomplishment of ONC program initiatives and Departmental and Administration goals. Develops and implements Agency efforts to review and revise the OCOO strategic plan in consultation with senior leaders. Plans, coordinates, and conducts activities designed to provide information, advice, and guidance to Agency officials regarding the development of new or re-engineered Agency programs. Assists program managers in creating milestones and metrics for established goals and monitoring progress toward those goals, identifying needed adjustments in activities in response to new developments or priorities. Conducts gap analyses of key frameworks in the OCOO's strategic plan. Develops in-depth analyses of subjects of significant importance to Agency senior leaders that support program development, planning, and goals and that provide substance and context for planning and development activities. Represents ONC for HHS Program Integrity activities to examine challenges facing ONC programs and promote a proactive approach to address programmatic vulnerabilities. Ensures Agency short- and long-term plans include priorities that are consistent with HHS and Administration priorities. In consultation with senior leaders conducts planning activities for long-term program development. Ensures coordination with other HHS agencies to create synergy and avoid duplicated efforts. Facilitates coordination with other Government agencies as appropriate. Oversees development and implementation of an annual Agency-wide plan to evaluate the success of Agency activities. Creates and implements methods for obtaining Agency-wide feedback for planning and evaluation activities to ensure customer and stakeholder feedback and results of evaluation projects are used in developing Agency programs and in quality improvement activities.

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Proficiency in analyzing complex policy issues, identifying strategic priorities, and developing policy recommendations to address them. Substantial expertise in leading and managing one or more comprehensive administrative programs for a large organization, including a commitment to high levels of customer service, respecting and leveraging diversity, and achieving high levels of excellence, in program areas such as budget formulation, performance integration, workforce development, Ethics and Risk management, legislative affairs, and strategic initiatives.
