Duties

The primary purpose of this position is: The purpose of this position is to conduct comprehensive evaluation of Air Traffic Control (ATC) operations and procedures for geographically separated units operated by contractors. Position serves as installation focal point for ATC issues and as the single point-of-contact for ANG contract ATC services throughout the United States. Serves as the senior Air National Guard technical authority concerning all issues related to the ANG Air Traffic Control (ATC) and ATCALS contract Advises senior military and civilian personnel on contractor's services, products, and requirements. Acts as liaison between contractor's representative, contracting officer, local base officials, FAA, HQ AFFSA, and customers Conducts annual reviews and validates all ATC/ATCALS Support Regulations, Plans, and Letters of Agreement to ensure consistency with contracts Provides technical assistance to field units in resolving complex system and/or equipment problems

  • Must have an in-depth and broad ATC background to include experience with the National Airspace System (NAS) and air traffic control procedures; past experience in management and quality assurance is desired
  • Must complete Contracting Officer Representative (COR) online training program
  • May be required to work an uncommon tour of duty, i.e., Saturdays, Sundays, Holidays, etc.; may be required to work rotating shifts and overtime
  • May be required to respond to short notice recall supporting unscheduled emergency air traffic and/or contingencies/exercises to support the mission
  • This position requires frequent travel away from the normal duty station to accomplish the required bi-annual site visits on military or commercial aircraft
  • This position may require the employee to work under adverse environmental conditions
  • Performs other related duties as required
  • Experience or training in writing operational test concepts/plans for air traffic control equipment and procedures is desirable
  • Knowledge of military, Federal Aviation Administration or International Civil Aviation Organization (ICAO) Air Traffic Control regulations and operating procedures
  • Working knowledge of fixed and deployable air traffic control equipment and technology is critical to the successful performance of the work.

Qualifications

Must be able to obtain and maintain a secret security clearance. This position is designated as a key position IAW AF policy. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available Experience working and coordinating with sister services, Air Staff, Office of the Secretary of Defense (OSD), and other federal agencies for cooperative test planning procedures in connection with air traffic control equipment used in the National Airspace System is highly desirable. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-2152, Air Traffic Control Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Specialized experience includes in depth knowledge of quality assurance concepts, operating principles, and methodology applicable to the Air National Guard ATC Program; expert knowledge of organizational missions, objectives, and procedures; expert knowledge of acquisition program and the regulations in which the ATC program operates; exercises a very high degree of skill in applying this knowledge to the analysis and resolution of very complex or sensitive problems related to quality assurance, and in applying new developments and methodologies to assigned program areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and skill in applying the management of quality assurance surveillance, the oversight of government contracts, and concepts, procedures, and directives effecting contractual requirements Knowledge of, and skill in applying the management of military Air Traffic Control (ATC) systems; preparation of ATC operations and procedures; and complete understanding of military ATC directives. Knowledge of Field Operating Agency (FOA) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various DoD, federal, and international entities involved in overall program planning and execution of military operations and evaluations concerning Air Traffic Control. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of FOA level plans and programs for analyzing, developing, evaluating plans, goals, and objectives for long-range implementation of conducting major operations such as acquisition, PPBS, deployment, mobilization, mission operations, ATCALS training systems, or similar operations Skill in evaluating meteorological products and services for accuracy and contract compliance Skill in conducting meetings with military and civilian personnel to resolve problem areas Skill in analyzing defective products and services, determine causes, and recommended corrective action Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; ability to prepare, access, and locate information through the use of a personal computer and software programs MAXIMUM ENTRY AGE: The maximum age for original entry into an identified ATC position is 36 years. An individual shall NOT be appointed or assigned to an ATC position if that appointment cannot be completed prior to the last day of the month in which the individual reaches his/her 36th birthday. Applicants over the age limit must meet re-entry or age waiver requirements in accordance with DoDI 1400.25-V331 dated 26 Jan 15, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers. Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)). NOTE: ATCs have a mandatory separation age of 56. This position is covered as an Air Traffic Controller under 5 USC 2109. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e). RE-ENTRY REQUIREMENTS: ATC Specialist in receipt of a refund, of retirement contributions for the years of service covered under special retirement, will not receive service credit towards the 20 years required to retire under special retirement coverage, unless the redeposit is paid in full prior to date of retirement. REQUIREMENTS: Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Medical Requirements: In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment, applicants undergo appropriate pre-employment physical/medical evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
